The United States Probation Office for the District of Minnesota intends to procure treatment services for federal offenders using Blanket Purchase Agreements (BPA) or Competitive Purchase Orders (CPO) for the following:
Sex Offender Treatment: required services may include, but are not limited to, sex offense-specific evaluations, counseling (individual, group, and/or family), chaperone training and support, and transportation.

Mental Health Treatment: required services may include, but are not limited to, psychiatric evaluations, mental health assessments, mental health counseling (individual, group, and/or family, which may also include dual diagnosis counseling), psychotropic medication, and transportation.

Substance Abuse Treatment: required services may include, but are not limited to, urinalysis collection, sweat patch application/removal, assessments, substance abuse cognitive based counseling (individual, group, and/or family), and transportation.

Pre-Solicitation Conference
An online conference was held on July 16, 2026, at 1:00 PM Central Time. The minutes, slideshow, and recording are available for interested vendors who were not able to attend.
The Request for Proposals (RFP) for this BPA will be posted to the U.S. Probation Office web page at https://www.mnp.uscourts.gov/solicitation on July 31, 2026.
QUESTIONS: All questions regarding this Request for Proposal must be submitted in writing to Contracting Officer Sam Casselton via email at Samuel_Casselton@mnp.uscourts.gov no later than 12:00 pm Central Standard Time on August 17, 2026.
RESPONSES: All responses to vendor questions will be provided on the following website: www.mnp.uscourts.gov/Vendors/Solicitation Questions and Answers no later than 5:00 p.m. Central Standard Time on August 21, 2026.
SUBMISSIONS:
For all proposals, one electronic copy must be received by the U.S. Probation and Pretrial Services Office no later than 4:30 p.m. Central Standard Time on August 31, 2026.
Interested vendors must respond on time, and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by a professional meeting the criteria required, and (3) prices of such treatment shall be as low or lower than those charged the vendor’s most favored customer for comparable quantities under similar terms and conditions.
