The United States Probation Office for the District of Minnesota intends to procure treatment services for federal offenders using Blanket Purchase Agreements (BPA) for the following:

Sex Offender Treatment: required services may include, but are not limited to, sex offense-specific evaluations, counseling (individual, group, and/or family), chaperone training and support, and transportation.

  • 0864-26-SO04 Sex Offender Treatment for McLeod County
  • 0864-26-SO03 Sex Offender Treatment for Hennepin, Ramsey, Anoka, Dakota, Scott, Carver, and Washington Counties

Mental Health Treatment: required services may include, but are not limited to, psychiatric evaluations, mental health assessments, mental health counseling (individual, group, and/or family, which may also include dual diagnosis counseling), psychotropic medication, and transportation.

  • 0864-26-MH05 Mental Health Treatment for Hennepin County
  • 0864-26-MH06 Mental Health Treatment for Ramsey County

Substance Abuse Treatment: required services may include, but are not limited to, urinalysis collection, sweat patch application/removal, assessments, substance abuse cognitive based counseling (individual, group, and/or family), and transportation.

  • 0864-26-HH04 Provisional Shelter for St. Paul
  • 0864-26-JV02 Provisional Shelter for juveniles only, within the state of Minnesota
  • 0864-26-2C03 Mentoring Services for Anoka, Ramsey, and Hennepin Counties
  • 0864-26-2C05 Emergency and Transitional Housing, Hennepin and Ramsey Counties

Pre-Solicitation Conference

An online pre-solicitation conference was held on June 25, 2025, for interested vendors. Meeting minutes, powerpoint slides, and Zoom presentation recording are available below for reference and for any interested vendors unable to attend:

The Request for Proposals (RFP) for this BPA will be posted to the U.S. Probation Office web page at https://www.mnp.uscourts.gov/solicitation on July 8, 2025.

QUESTIONS: All questions regarding this Request for Proposal must be submitted in writing to Contracting Officer Sam Casselton via email at Samuel_Casselton@mnp.uscourts.gov no later than 12:00 pm Central Standard Time on July 18, 2025.

RESPONSES: All responses to vendor questions will be provided on the following website: www.mnp.uscourts.gov/solicitation-questions-and-answers no later than 5:00 p.m. Central Standard Time on July 23, 2025.

SUBMISSIONS:

For all proposals, an original and one (1) copy must be received by the U.S. Probation and Pretrial Services Office no later than 4:30 p.m. Central Standard Time on August 8, 2025.

Interested vendors must respond on time, and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by a professional meeting the criteria required, and (3) prices of such treatment shall be as low or lower than those charged the vendor’s most favored customer for comparable quantities under similar terms and conditions.
